Meeting the Tennessee Procurement Protection Act
The Tennessee Procurement Protection Act (TPPA), which took effect on July 1, 2026, is prompting public sector organizations across Tennessee to re-evaluate their technology procurement and vendor relationships.
The legislation restricts state and local public bodies from knowingly purchasing or contracting for specific information and communication technology (ICT), software, and electronic devices from entities defined as “foreign adversary companies.”

The TPPA applies broadly across Tennessee’s public sector. Covered organizations include:

- Public Universities and Community Colleges
- State Government Departments and Agencies
- Counties and Municipalities
- All Other Tennessee Public Entities subject to state procurement regulations
